Bus Shelter...?

Or a church for street-corner preachers...?  This unusual little bus shelter was erected at the corner of 32nd Street and Canal Street within the past week.  I hope they're going to put a roof on it, though...  I also find the "steeple" on top to be an interesting detail...  (NOTE: See the next photo for some railroady details on the structure...)  Mark W.
